The arm swings through 180 degrees and the shade tilts, which means the lamp stands behind the chair and the light comes over your shoulder onto the book. That is the whole idea of a reading lamp and most floor lamps do not do it.
The brass is unlacquered. It arrives bright and goes to a soft brown within a year, faster where it is handled. If you want it to stay bright, polish it; if you want brass that never changes, choose the steel.
